1998 Lexus Gs400 No orginial keys

Hello, I do not have any of the original keys that came with a Lexus 1998 GS 400. I do have a copy of the key without the key been programed. Can i use the Techstream software and Mini VCI J2534 Diagnostic Cable For Toyota Lexus TIS Techstream to generate a working transponder keys for my cars existing engine Immobilizer Control Unit (ICU) or Engine Control Unit (ECU), which will allow the car to start?
